Scale for analysis

It is necessary to define the scale for different levels of planning. Which scale is chosen for planning issues is on the one hand decisive for the choice of an appropriate risk assessment method and on the other hand necessary for the evaluation of appropriate mitigation measures. Three different layers with the corresponding scale are presented.

Microscale approach is an object related method based on emprirical gained damage data. This scale is recommendable for small catchments or selected areas which require very detailed considerations. Related to risk assessment this method is based on empirically obtained data by using interviews with people who are affected by flood or by gaining real damage data. The damage can be assessed for each object separately. This data can also be used as statistical data for mesoscale approach.

Related to the choice of appropriate protection measures this scale allows precise recommendations.

Mesoscale approach is an area related method. This scale is normally used for larger catchment areas. For the process of risk assessment single land use types based on digital geographic data are aggregated to larger, more general one. The corresponding amount of losses is based on statistical economic values and can be described with the unit /m. Here, protection measures do not consider characteristics of single buildings or infrastructure facilities.

Macroscale approach is similar to mesoscale, but the data is even less detailed than using a mesoscale approach. The area of interest is larger compared to the other approaches (e.g. international river catchments). Sometimes more than one hazardous process is considered.
