Standards for risk Assessment - Germany

In Germany priority is given to waters with considerable flood damage. The Länder decide about this priority.     

There are no clear standards for risk assessment in Germany. Normally, flood risk is assessed on the basis of the potential flood damage at a 100-year flood (inland water).

Additionally, the International Commission for the protection of the River Rhine and Elbe have released standard damage functions and asset values for different landuses.

Further classifacations are made by the German Insurance Association which developed a Zonationsystem for flooding, backwater and intense rain (ZÜRS). This classification is not obligatory!
