Definition
Vulnerability refers to the weakness of the system or element related to a certain threat. Vulnerability is a relative size. For example, it describes the degree to which a community or an element is either susceptible or resilient to impact of a damaging phenomenon. In this meaning it evaluates the extent of possible damage in a given area.
Vulnerability describes the conditions determined by physical, social, economic, and environmental factors or processes, which increase the susceptibility of a community to the impact of hazards. For example, elderly people may be less able to evacuate in the event of a rapid flood than young people.
