The graph below illustrates the set-up and functions of a CBO, using the example of a so-called Community Flood Management Committee (CFMC). In South Asia, the establishment of CMFCs with clearly defined institutional structures, roles and responsibilities before, during and after a flood, proved to be an effective platform for the participation of those most affected.
